Purpose
Accessibility Intelligence© describes an organisation’s ability to recognise where predictable barriers exist, to anticipate how they affect disabled people, and to take proportionate, reasonable steps to reduce them. It is not a technical term. It is a measure of judgement, preparedness and leadership.
The concept draws directly on established legal duties. Under the Equality Act 2010, service providers, employers and education providers must make reasonable adjustments, many of which are anticipatory in nature. The Doughty Street Chambers legal opinion confirms that pre-visit digital familiarisation (for example, a WCAG-compliant virtual tour) can act as an auxiliary aid capable of reducing a “substantial disadvantage” for people with (for example) autism, anxiety disorders, dementia and PTSD, where unfamiliar locations can be overwhelming; as well as people with many physical conditions who require pre-familiarisation of a location in order to locate easiest access routes, accessible toilets, other accessibility features they may need.
Accessibility Intelligence therefore reflects how effectively an organisation understands and fulfils those responsibilities.
